Participation and Partnerships in HIV Policy Development
Course overview
This five-day Course has been developed as a practical program that is skills-based and designed to enhance the sustainability of outcomes.
The course design provides the maximum opportunity for learning through participatory and experiential learning processes that include structured presentations, case studies, group work, and field visits.
Modules
The course consists of six modules:
Module 1: What is policy?
- Includes an overview of how policy is used at all levels of the HIV response.
- Examples of policies and approaches to setting direction and standards.
Module 2: Getting the information you need to generate policy.
- Includes an overview of the potential sources of information to assist in policy development.
- These include mapping techniques, surveillance, behavioural and social research data, community knowledge.
Module 3: Participatory policy development processes.
- Includes information and skills development in involvement of affected communities and other stakeholders in policy development.
- Provides practice in designing and implementing policy development strategies, conducting consultations, focus groups.
Module 4: Working in partnership.
This module includes
- an examination of the types of partnerships that exist between government, civil society and other stakeholders,
- implementing GIPA (the greater involvement of people living with HIV and AIDS)
- Issues of shared power,
- establishing rules of engagement,
- working with marginalized communities,
- working with business and other stakeholders
Module 5: Implementation: Turning good policy into good practice.
- Includes an examination of thelink between good policy development processes and good implementation.
- covers issues of policy dissemination, training and ownership.
Module 6: Measuring the impact of policy.
This module Includes information on
- how to monitor policy impact,
- how to adapt policy to changing conditions and
- how cycles of learning can be established and maintained.
- skills development in techniques to measure change.
